 The Report of Provincial Governance and Public Administration Performance Index in Vietnam (PAPI) 2021 includes 8 content indicators: Participation of the people at the grassroots level; transparency; accountability to the people; control corruption in the public sector; public administrative procedures; provision of public services; environmental governance; electronic administration. PAPI in 2021 was surveyed from 15,833 respondents (the largest ever) in 63 provinces and cities.

 According to the report, the PAPI index in 2021 of Thanh Hoa province ranks third in the country with 47,102 points, after Thua Thien Hue province (48,059 points) and Binh Duong province (47,187 points). In particular, out of 8 sub-indexes, Thanh Hoa has 7 that have increased sharply compared to 2020 (in the highest group in the country); 1 index in the middle group of the country. Thanh Hoa's 7 indicators are among the highest in the country, including: Participation of the people at the grassroots level; Publicity and transparency in local decision-making; Accountability to the people; Control corruption in the public sector; Provision of public services; Environmental Management and Electronic Governance. 

 Thanh Hoa has made a remarkable progress in the PAPI index in 2021 compared to previous years. Thanh Hoa is trying to complete the goal set out in the Resolution of the 19th Party Congress of Thanh Hoa province, for the 2020-2025 term, setting out "By 2025, strive for the Public Administration and Governance Performance Index (PAPI). Thanh Hoa is in the group of 10 leading provinces and cities in the country; contributing to promoting investment attraction, socio-economic development, quickly realizing the goal of building Thanh Hoa into a new growth pole, together with Hanoi, Hai Phong and Quang Ninh forming a development quadrangle in the North of the country./.
