The environment for investment and business in the province is improved strongly: the Provincial Government and Public Administration Performance Index (PAPI); the Provincial Competitiveness Index (PCI) and the Provincial Economic Integration Index (PEII) are raised and rank among the leading provinces in the country. The investment attraction activities are renovated in the way of combination with the trade and tourism attraction activities held in and outside Vietnam. In the period of 2011-2015, there were 560 newly-attracted investment projects (inclusive of 25 FDI projects) with total registered capital of VND 120,000 billion and US$ 2.56 billion (inclusive of the thermo-power plant No.2); and 32 existing FDI projects with supplementation of US$3 billion to their registered capital. In terms of FDI projects, there are total 59 on-going projects with registered capital of US$ 12.8 billion, which ranks the 6th nationwide.
The total capital mobilization for investment and development in the period of 2011-2015 is estimated at VND 322,936 billion, exceeding 4.2% of set target and 3.8 times higher than in the period of 2005-2010. The capital structure shifts in a positive direction, with the decrease of budget composition, and significant increase of FDI capital, credit capital, residential capital and other economic sectors’ capitals. Lots of large-scale projects are commenced such as: Connection road from Tho Xuan airport to Nghi Son economic zone; Western ring-road of Thanh Hoa city; Tho Xuan airport; FLC Sam Son Beach and Golf Resort, irrigation system of Cua Dat reservoir, etc. Some bridges like Nguyet Vien bridge, Yen Hoanh bridge and Chieng Nua bridge are completed construction; the But Son bridge and Cau Tham bridge are expected to be completed in the end of 2015. Some other construction works like river dykes, sea dykes, reservoirs and damps, irrigation system, fishery ports, shelters for ships and vessels, etc are invested and upgraded. The important cultural works like the Main temple of Lam Kinh historical relic, Temple worshipping Vietnamese Heroic Mothers and Martyrs; Center for Exhibition – Trade Fairs and Advertisement; Lam Son theatre, the Provincial Library, etc are put into operation. The infrastructure of educational and healthcare facilities are strengthened with solidification of 2,200 classrooms and 353 public houses for teaching staff; increase of 1,255 hospital beds and purchase of some new modern equipment for the provincial and district-level public hospitals.
