Thanh Hoa: PCI Index Rises to 21st Place, Climbing 9 Positions from 2023

In 2024, Thanh Hoa province advanced to 21st place nationwide in the Provincial Competitiveness Index (PCI), improving by 9 ranks compared to the previous year.

On the morning of May 6 in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to announce the 2024 PCI Index. According to the released results, Hai Phong topped the rankings for the first time, surpassing long-standing leaders such as Quang Ninh and Dong Thap with a score of 74.84 points, becoming the province with the highest quality of economic governance nationwide.

In Thanh Hoa, after many years of effort and determination, the PCI has shown significant improvement. Looking back at the period from 2017 to 2019, Thanh Hoa’s PCI ranking fluctuated between 24th and 28th place. However, in the following two years, the province experienced a sharp decline, dropping to 43rd place in 2021 and 47th out of 63 provinces and cities nationwide in 2022.

Driven by a strong determination to improve its standing, Thanh Hoa province adopted a comprehensive set of coordinated measures to address long-standing challenges and unlock its full potential. As a result, the province climbed into the top 30 of the PCI rankings in 2023 - rising 17 places compared to the previous year. In 2024, this positive momentum continued, with Thanh Hoa advancing to 21st out of 63 provinces and cities, earning a score of 68.74. Notably, the province was also recognized among the top three most improved localities over the past two decades (2005–2024) - a testament to its sustained commitment to reform.

The 2024 PCI marks the 20th edition published by the Vietnam Chamber of Commerce and Industry - and notably, the final ranking to feature all 63 provinces and cities, as Vietnam prepares for a comprehensive restructuring of its provincial-level administrative system. This milestone not only reflects the conclusion of two decades of sustained and determined reform, but also ushers in a new chapter - where the effectiveness of governance and the power of innovation are poised to become the defining forces of sustainable, future-oriented growth.
