According to the results announced in 2022, Thanh Hoa ranked 3rd in the country on the Provincial Governance and Public Administration Performance Index with 46 points, after Quang Ninh ranked first and Binh Duong 2nd.

This is the 2nd year in a row, Thanh Hoa maintains the 3rd position on the PAPI Index. Thanh Hoa leads the country in citizen participation index at grassroots level. The other component contents are in the high or medium high score group in the rankings.

With an effort to remain in the top group in terms of PAPI index, Thanh Hoa has come up with many solutions to implement. In it, there are some solutions such as: promote the application of information technology in the settlement of administrative procedures directly related to organizations and people; ensure 100% of public services reach level 4 for online public services, at level 3 that are eligible to upgrade to level 4. Sectors and levels need enhance publicity, transparency, active communication and responsibly with people through the digital environment, with the motto "taking the people and businesses as the service center"; not to delay replies, reflect people's recommendations in the digital environment.../.
