On the morning of May 13, 2025, the People's Committee of Thanh Hoa Province, in collaboration with the Thanh Hoa – Ninh Binh Branch of the Vietnam Chamber of Commerce and Industry (VCCI), held a ceremony to announce the results of the 2024 Department and District Competitiveness Index (DDCI) for Thanh Hoa Province.

According to the VCCI Thanh Hoa - Ninh Binh Branch, in 2024, nearly 8,000 businesses participated in the survey through various channels, representing approximately 30% of the province’s active enterprises - an increase of 14.28% compared to 2023. The year 2024 also witnessed a rise in the number of participating entities compared to previous years. The survey employed diverse methods and a scientifically rigorous evaluation approach, offering a comprehensive and objective assessment of the quality of administrative governance. The evaluation process was conducted thoroughly and effectively, strictly following principles of scientific accuracy, objectivity, independence, and confidentiality, with close collaboration from local Associations, Professional Guilds, and Business Clubs.

Results of the DDCI Thanh Hoa Ranking for Departments and Agencies in 2024
In 2024, the Department of Agriculture and Rural Development led the rankings with a score of 85.23 points, followed by the Customs Department with 84.24 points and the Provincial People’s Committee Office with 83.86 points. Among the departments and agencies, eight were classified in the “good” category, eleven in the “fair” category, and three in the “average” category. Notably, the Provincial People’s Committee Office has consistently maintained a high position on the DDCI ranking board throughout the four years of evaluation.

Hoang Hoa District People's Committee topped the list with 89.35 points, demonstrating a significant improvement in both ranking and governance quality compared to the previous year. Following closely were the People's Committees of Tho Xuan District (87.37 points), Dong Son District (82.91 points), Thanh Hoa City (80.38 points), and Sam Son City (78.60 points).

Speaking at the ceremony, Mr. Nguyen Van Thi, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee, stated that after 4 years of implementation, the DDCI project has truly become an effective monitoring tool, contributing to improving the quality of administrative reform, enhancing the business investment environment, and creating a reliable feedback channel between businesses and authorities at all levels. He also acknowledged and commended the efforts and endeavors of the VCCI Thanh Hoa - Ninh Binh Branch, the close coordination of the provincial departments, agencies, and localities, and the sense of responsibility and positive response from the business community in participating in the DDCI index survey and evaluation process. In particular, he praised and congratulated the agencies, units, and localities that achieved high rankings in the 2024 DDCI results.

In the coming period, Mr. Nguyen Van Thi, Standing Vice Chairman of the Provincial People’s Committee, called on departments, agencies, and localities - especially those with lower scores - to thoroughly review their performance and identify practical solutions for improvement. He also stressed the importance of developing clear, actionable plans to promptly address existing weaknesses and better serve both residents and businesses.
Furthermore, Mr. Thi encouraged the VCCI Thanh Hoa - Ninh Binh Branch to take the lead in researching and innovating, while strengthening the application of information technology and digital transformation in the survey and evaluation process. This approach will help ensure the DDCI results are credible, transparent, and truly serve as a driving force, motivating agencies and localities to advance administrative reforms and improve the business environment, thereby supporting sustainable and rapid socio-economic development.
