Attending the high-ranking mission included: Mr. Nguyen Duc Quyen, member of Thanh Hoa Provincial Standing Committee, Vice Chairman of Provincial People’s Committee; Mr. Tran Quang Dang, member of Provincial Standing Committee, Head of Inspection Committee under Provincial Party Committee and Head of Constitution and Law Committee under Provincial People’s Council; Mr. Nguyen Van Phat, member of Provincial Standing Committee, Head of Propaganda and Training Committee under Provincial Party Committee and Head of Culture and Social Affairs Committee under Provincial People’s Council; Mr. Nguyen Van Thanh, member of Provincial Standing Committee, Head of Committee for Mass Mobilization under Provincial Party Committee and Head of Ethnic Affairs Committee under Provincial People’s Council and other representatives of related departments and agencies.

            In the meeting with the Director General of Kuwait Petroleum Corporation (KPC), of which, the Kuwait Petroleum International (KPI), the corporate owner of 35.1% in the Nghi Son Refinery and Petrochemical Limited Liability Company (NSRP) is a subsidiary, the Director General expressed his commitment to early discuss with related stakeholders to speed up the implementation of NSRP phase 2 and the crude oil storage project in Nghi Son economic zone, Thanh Hoa province. KPC also instructed its subsidiary KPI to commence detailed works related to these two projects. In addition, the Director General informed the Government of Kuwait’s attention and support to the provincial proposals and its proposed guidance to the next steps of these projects at the earliest time. KPC shared its consideration and commitment to study some new projects in terms of petrochemical downstream industries, renewable fuels and petrochemicals, and fuel distribution system in Thanh Hoa province and other provinces of Vietnam.

            On 10th April, the mission had paid a courtesy call to Prince and the Former Prime Minister of Kuwait. Then, the mission worked with the Minister of Oil cum Minister of Electricity and Water of Kuwait.

            On 10^th April, 2018, the Conference on “Investment opportunities in Thanh Hoa province” is held under the collaboration of Embassy of Vietnam to the State of Kuwait, Kuwait Chamber of Commerce and Industry (KCCI) and Kuwait Petroleum International (KPI). The Conference was paid attention and participated by lots of conglomerates, corporations, large investors, the press and mass media of Kuwait. The Government of Kuwait approved its plan to invest about US$ 41.5 billion in foreign markets by 2020. If Thanh Hoa province can seek a part of this investment, it will definitely bring more opportunities for the provincial economic breakthrough in the coming time.

In the evening, signing of Memorandum of Understanding with Farwaniyah Governorate, State of Kuwait. Farwaniyah Governorate is the most populous of the six governorates of Kuwait, with 1.2 millions out of 4.2 millions of Kuwaiti residents. This governorate also has the most developed economy with the advantages in finance, commerce, real estate, oil and gas, etc, the presence of the world-class luxurious trade centers; multi-national corporations, international airport and stadium, and other outstanding architectural and cultural works.

At the meeting, the representatives of Thanh Hoa province and Farwaniyah governorates signed the MOU, with the purpose of strengthening the mutual understandings and cooperation in terms of trade and investment, industry, agriculture, logistics, education and training, tourism and environment; enhancing the information, culture and sport exchanges, and other practical activities to develop the partnership between the two sides.

The mission also met The Kuwait Fund. The Kuwait Fund for Arab Economic Development has started its operation in Vietnam since 1975. Currently, the Kuwait Fund has an amount of US$ 21 billion, and forms relations with 106 countries in the world. In Vietnam, the Kuwait Fund extends loans to finance development projects in different sectors and continues its assistance for other projects in the coming time.

The Deputy Director General of the Kuwait Fund confirmed to provide Official Development Assistance to the two projects in Thanh Hoa province, inclusive of the construction of dykes to prevent landslides and dredging of drainage system in Nghi Son economic zone, and the investment in medical equipment for Tinh Gia district general hospital; as well as to consider loans for other projects proposed by Thanh Hoa province. He also suggested Thanh Hoa province to timely work with Vietnam’s central ministries to complete the necessary internal procedures.

Meetings with multi-national corporations and large investors in Kuwait

            The high-ranking mission of Thanh Hoa province also had meetings with multi-national corporations and large investors in Kuwait, such as: Movan Indutries Company; Fahad Safran Al Rashidi manpower supply company; Majed Abdullateef Hamli manpower import company, etc which expressed their interests in doing business in Thanh Hoa province in the sectors of petrochemical industry, treatment of toxic chemicals, logistics, real estate, infrastructure development of industrial zones, commerce, tourism, agriculture and labor export, etc.

In the meetings, Thanh Hoa mission provided information to the Kuwaiti investors, and committed to accompanying and being their long-term reliable partners, and facilitating the Kuwaiti investments in Thanh Hoa province.

Right after the meetings, the enterprises of Thanh Hoa province signed three Memorandums of Understanding with Kuwaiti partners: (i) the MOU between Nghi Son Environment JSC and Movan Indutries Company for the construction and operation of used catalyst treatment plant in Vietnam; (ii) the MOU between Thien An Construction, Manpower Supply and Import-Export JSC - Thanh Hoa branch and Fahad Safran Al Rashidi Manpower Supply Company for manpower supply; and (iii) the MOU between Thien An Construction, Manpower Supply and Import-Export JSC - Thanh Hoa branch and Majed Abdullateef Hamli Manpower Import Companry for manpower supply.

After Thanh Hoa mission came back to Vietnam, on 18^th April 2018, Movan Indutries Company sent a survey team to Thanh Hoa province for the project of construction and operation of used catalyst treatment plant in Vietnam, which is proposed to be located in Nghi Son economic zone./.
