In the morning of 28 November 2017, the People’s Committee of Thanh Hoa province holds the opening ceremony of the Thanh Hoa Provincial Administration Center, which is attended by Mr. Nguyen Dinh Xung – Deputy Secretary of the Party Committee of Thanh Hoa province cum Chairman of the People’s Committee of Thanh Hoa province; Mr. Do Minh Tuan - Deputy Secretary of the Provincial Party Committee; Mr. Ngo Hai Phan, Head of the Administrative Procedure Control Department, the Office of the Government; Some members of the Standing Provincial Party Committee: Mr. Nguyen Duc Quyen – Standing Vice Chairman of Provincial People’s Committee; Mr. Vo Duy Sang – Head of Home Affairs under Provincial Party Committee; Mr. Nguyen Xuan Phi – Secretary of the Party Committee of Thanh Hoa city cum Chairman of the People’s Council of Thanh Hoa city; Mr. Pham Ba Oai, Vice Chairman of People’s Council of Thanh Hoa province; Leaders of Quang Ninh and Thai Binh Provincial Administration Centers; and Leaders of the provincial departments and agencies, cities, towns and districts of the province.
The Thanh Hoa Provincial Administration Center is established after the dissolution of the one-stop-shop and inter-agency one-stop-shop services in each line department under the People’s Committee of Thanh Hoa province. Upon its operation, the Provincial Administration Center shall be the contact point for receiving, guiding, supervising and urging settlement of administrative procedures and returning the results to organizations and individuals according to the current Vietnamese regulations. The Center is invested with modern and synchronous infrastructure and equipment such as: the electronic board updating the document processing status, computer system, photocopiers, self-order kiosks, information desk, electronic one-stop software system, guidance information system, touchscreen, wifi coverage and other free services to serve local citizens and enterprises the best when they come there for transactions. The number of administrative procedures handled in the Center is 1,236 among 1,427 ones under the management of the 15 provincial departments and agencies. The local citizens and enterprises now don’t have to visit each provincial department and agency for the administrative procedure processing as previously, but the only address of the Provincial Administration Center.
Delivering the speech at the opening ceremony, both Mr. Nguyen Dinh Xung, the Chairman of the People’s Committee of Thanh Hoa province and Mr. Ngo Hai Phan, Head of the Administrative Procedure Control Department, the Office of the Government highly appreciate the efforts of the Office of the Thanh Hoa Provincial People's Committee and the Provincial Administration Center for their preparatory works to put the Center into operation, as well as emphasize that the administrative reforms are the major policy of the Communist Party and the Government to build a democratic, transparent, professional and effective public administration.
Thoroughly understanding the instructions of the Central Government, over the past few years, Thanh Hoa province has always paid attention to give the guidance, promulgate the resolutions, programs and plans, and set out lots of practical solutions in terms of administrative reforms. Strengthening of the administrative reforms and strong improvement of the investment climate to create the transparent and attractive environment for domestic and foreign investors to do business in Thanh Hoa province are one among four breakthrough solutions set in the Resolution of the 18th Thanh Hoa Provincial Party Congress in period of 2015-2020.
For the effective operation of Center, the Chairman of the People’s Committee of Thanh Hoa province requests the Provincial Administration Center to strictly implement the regulations on organization and operation, the regulations on coordination in dealing with administrative procedures; to strengthen the application of information technology and to timely resolve the difficulties and obstacles during the administrative procedure processing. Each public servant of the Center has to obey working regulations, and continuously study to improve their professional practices, particularly the communication skills to better complete their tasks. For the provincial departments and agencies, they need to continue implementing strictly the instructions and guidance of the Central Government and the local authority in terms of the Provincial Administration Center; to actively coordinate with the Center during the administrative procedure processing; and to supervise the process of settling administrative procedures by each public servant to secure the working time and quality.
At the district levels, the Chairman of the People’s Committee of Thanh Hoa province requests the Chairman to start the establishment of the District-level Administration Centers according to the set schedule, objectives and requirements. Other related departments and agencies facilitate in terms of guidance, professional practices, infrastructure, equipment and software so that the District-level Administration Centers are soon coming into operation.
At the opening ceremony, the Chairman of the People’s Committee of Thanh Hoa province and the delegates cut the ribbon for the opening of the Thanh Hoa Provincial Administration Center and hand over the Decision of the Center Establishment to the Board of Directors.
