On the morning of May 11, 2022, Thanh Hoa Provincial People's Committee held a conference to announce the Competitiveness Index of provincial departments, branches and district People's Committee (DDCI) of Thanh Hoa province in 2021.

Attending the Conference were: Mr. Do Trong Hung - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Do Minh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Trinh Tuan Sinh - Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee: Pham Thanh Thuy - Chairman of the Vietnam Fatherland Front in Thanh Hoa province, Head of the Provincial Party Committee's Mass Mobilization Department; Nguyen Van Thi - Standing Vice Chairman of Provincial People's Committee; Dao Xuan Yen - Head of the Propaganda Department of the Provincial Party Committee; Le Quang Hung – Chairman of the Provincial Party Committee's Inspection Committee; Le Anh Xuan - Secretary of Thanh Hoa City Party Committee; Nguyen Tien Hieu - Head of Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa Province. Also attending were the comrades of the Provincial Party Committee; representatives and leaders of departments, agencies, localities and organizations, associations and enterprises in the province.

On the side of the Central Committee, there were comrades: Hoang Quang Phong - Vice Chairman of the Vietnam Chamber of Commerce and Industry; Dau Anh Tuan - Head of Legal Department, Vietnam Chamber of Commerce and Industry, PCI Project Manager.
At the conference, representatives of leaders of the Vietnam Chamber of Commerce and Industry - Thanh Hoa Branch reported on the implementation of the DDCI Index survey in accordance with regulations, ensuring practical principles, accurate, scientific, transparent, especially high security.
The Thanh Hoa DDCI Index was built with 8 components: transparency and access to information, dynamism and role of the leader, time, informal cost, average competition equality, business support, legal institutions, and land access. In which, indexes from 1 to 7 were used to score and rank the group of 25 provincial-level departments, boards and branches; from 1 to 8 were used to score and rank the group of 27 district People's Committees.
In addition, DDCI Thanh Hoa also surveyed a number of additional contents that, although not suitable for calculating ranking scores among units in the same group, have a great impact on production and business activities of enterprises which had an important role in the business environment of Thanh Hoa province.
According to the results of the announcement of the DDCI Thanh Hoa Index in 2021, the block of departments and agencies had 5 good ranking units including: Department of Industry and Trade, Provincial Customs Department, Department of Justice, The office of Provincial People's Committee, Inspector Department. In which, the Department of Industry and Trade was ranked the top with a score of 78.66 points. There were 14 units with good ratings and 4 units with bad ratings.
With districts, towns and cities, there were 7 units ranked in the good group, including People's Committees of districts: Tho Xuan, Nong Cong, Nga Son, Nhu Thanh, Muong Lat, Dong Son, Quan Son. In which, Tho Xuan District People's Committee topped the ranking with 87.55 points. There were 17 units with good rankings and 3 units with bad rankings.
